What this record establishes
The VSNKh resolution of 25 January 1919 transferred the wax industry to Tsentrozhir and nationalised diocesan candle works. The Zelino works had already been under the Labour Department since May 1918.
Knowledge boundary: The sector-wide resolution and the works’ initial Soviet supervision are separate events.
